Glenn Morris 49fa1919e9 * admin/charsets/glibc/: New directory, imported from glibc 2.21. 
* admin/charsets/Makefile.in (GLIBC_CHARMAPS):
Change to included version.
(LOCAL, local, totalclean): Remove.
(extraclean): Delete all generated files.
