* lisp/cedet/semantic.el (semantic-analyze-completion-at-point-function)
(semantic-analyze-notc-completion-at-point-function)
(semantic-analyze-nolongprefix-completion-at-point-function): Do
nothing if the current buffer is not using Semantic.
