Richard M. Stallman e40c4104bb (unexec): Move data2 section header up so all section 
headers will be in ascending order.  This will prevent the unexeced
emacs that being processed by other applications (such as strip)
to fail.

Handle rounding of section boundaries.
(round_up): New function.
