Gareth Rees df1a8a3807 Make the abq module manage elements of arbitrary type (knowing only their address and size) instead of managing cbsblock only. (this is preparatory to removing cbsblock from the cbs public interface.) 
Update abqtest to use the new interface.
Add ABQ design.
