Werner LEMBERG 45eb2a5d46 Improve configuration of makeinfo. 
* Makefile.in (MAKEINFO): Now controlled by `configure'.
(MAKEINFO_OPTS): New variable.  Use it where appropriate.
(ENVADD): Updated.
