($(BLD)/test-distrib.exe): Use LIB_SRC, not SRC.

(SYSTIME_H): New macros.
(SRC): Redefine to point to src/, not current directory.

README 

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by GNU Emacs.
