Richard Kistruck d003aaaf34 Mps master (integ from br/timing): 
Message system:
  - mps_message_clock(); new type Clock;
  - move message-type into MessageClassStruct;
  - check internal -vs- external message types in mpsi_check().
mps_alert_collection_set():
  - allows client to set alertfn, which is called 
    synchronously on every collection start/stop.
