Philip Kaludercic 6aeeae6888 Allow using 'vc-prepare-patch' in non-VC buffers 
* lisp/vc/vc.el (vc-prepare-patch): Remove
'vc-ensure-vc-buffer', as it is not necessary to verify this for
the command to work.
