Glenn Morris 338648ad79 Make compressing the info files optional. 
* configure.in (--without-compress-info): New option.
(GZIP_INFO): New output variable.

* Makefile.in (GZIP_INFO): New, set by configure.
(install-arch-indep): Don't gzip info pages if GZIP_INFO is nil.
Handle man pages in the same way.

* etc/NEWS: Re-order installation section, and add new item.

This directory contains the architecture-independent files used by or
with Emacs.  This includes some text files of documentation for GNU
Emacs or of interest to Emacs users, and the file of dumped docstrings
for Emacs functions and variables.

`forms-d2.dat' is an example data file used by forms-d2.el.
