Eli Zaretskii b215e83a78 Improve support for the Cham script and languages 
* etc/NEWS: Announce the new 'cham' input method.
* etc/HELLO: Fix the order of letters in the Cham greeting.
Remove redundant newlines (reported by Ulrich Mueller
<ulm@gentoo.org>).

* lisp/language/cham.el ("Cham"): Add input-method entry.
* lisp/leim/quail/cham.el: New file.
* lisp/international/fontset.el (setup-default-fontset): Add an
entry for Cham.
