* lisp/emacs-lisp/package.el (package-compute-transaction):
Use `version-list-<=' to compare the requirement version against
the package version already to be installed.  Update the error
message.

This directory contains files intended to test various aspects of
Emacs's functionality.  Please help add tests!

(Also, see etc/compilation.txt for compilation mode font lock tests.)
