Glenn Morris a9f72fc14e Generate admin/unidata/Makefile with configure 
* configure.in: Conditionally generate admin/unidata/Makefile.

* admin/unidata/Makefile.in: Add FSF copyright.
Make it use autoconf features, and work for out-of-tree builds.
