Don't use switches to del not supported by Win95.

bcfb775c26 (addpm.exe): Link with $(ADVAPI32). 
(install, fast_install): Change same-dir test to create test file in
installation tree and thereby support read-only shares.
(clean): Remove .pdb files.

191f57e924 Define .c to .obj suffix rule.
