* src/ccl.c: Do not ignore -Wanalyzer-use-of-uninitialized-value,
as that bug has been fixed in GCC. Ignore
-Wanalyzer-out-of-bounds only if GCC 13, as the bug will
reportedly be fixed when GCC 14 comes out.
Be more systematic about putting space before paren in calls,
and in avoiding unnecessary parentheses in macros.
This was partly inspired by my wading through gcc -E output
while debugging something else, and seeing too many parens.
This patch does not change the generated .o files on my platform.
This improves performance in several ways. Separate functions are
used depending on whether the caller has a hash value computed or not.
* src/fns.c (hash_lookup_with_hash, hash_lookup_get_hash): New.
(hash_lookup): Remove hash return argument.
All callers adapted.

Since `maybe_quit` is called on many critical paths, inline a slightly
cheaper condition (that ignores Vinhibit_quit).
* src/eval.c (maybe_quit): Rename to `probably_quit`.
* src/lisp.h (maybe_quit): New simplified inline function.
* src/ccl.c (ccl_driver): Defend against signed integer
overflow (Bug#42660). Perhaps some of this is unnecessary,
but it is safe and ccl.c is low-priority these days.
Fvector is less error-prone than make_uninit_vector, as it
avoids the possibility of a GC crash due to an uninitialized
vector. So prefer Fvector to make_uninit_vector when this is
easy (and when there's no significant performance difference).

Avoid runtime checks for negative fixnums when debugging.
This restores the earlier machine code.
* src/lisp.h (XFIXNUM, XUFIXNUM): Use eassert, not eassume.
(XFIXNAT): At the start, merely eassert FIXNUMP rather
than eassuming FIXNATP. At the end, eassume that the
result is nonnegative. This restores help to the compiler
that the previous patch mistakenly removed.
A few bits of the code were relying on the fact that XFIXNUM,
XFIXNAT, and XUFIXNUM do something even with arguments that
are not fixnums/fixnats. Separate these rare uses out into
XFIXNUM_RAW and XUFIXNUM_RAW.

Most of this change is to boilerplate commentary such as license URLs.
This change was prompted by ftp://ftp.gnu.org's going-away party,
planned for November. Change these FTP URLs to https://ftp.gnu.org
instead. Make similar changes for URLs to other organizations moving
away from FTP. Also, change HTTP to HTTPS for URLs to gnu.org and
fsf.org when this works, as this will further help defend against
man-in-the-middle attacks (for this part I omitted the MS-DOS and
MS-Windows sources and the test tarballs to keep the workload down).
HTTPS is not fully working to lists.gnu.org so I left those URLs alone
for now.

Work around Bug#22884 by rewording comments and strings to avoid ‘(’
at the start of a line unless it starts a function. This change
is a short-term hack; in the longer run we plan to fix cc-mode’s
performance for C files that have ‘(’ at the start of a line in a
comment or string.
