Most of these fixes are to documentation; many involve fixing
longstanding quoting glitches that are independent of the
recent substitute-command-keys changes. The changes to code are:
* lisp/cedet/mode-local.el (mode-local-augment-function-help)
(describe-mode-local-overload):
Substitute docstrings before displaying them.
* lisp/emacs-lisp/cl-macs.el (cl--transform-lambda):
Quote the generated docstring for later substitution.
Previous code would signal an error when the face at point was
a manually built list of attributes such as '(:foregroud "white").
* test/automated/faces-tests.el (faces--test-color-at-point): Add a test
(faces--attribute-at-point): New function. Fix a bug when the
face at point is a list of faces and the desired attribute is not
on the first one.
(foreground-color-at-point, background-color-at-point): Use it.
This patch should not change behavior. It typically omits backslashes
where they are redundant (e.g., in the string literal "^\$").
In a few places, insert backslashes where they make regular
expressions clearer: e.g., replace "^\*" (equivalent to "^*") with
"^\\*", which has the same effect as a regular expression.
Also, use ‘\ %’ instead of ‘\%’ when avoiding confusion with SCCS IDs,
and similarly use ‘\ $’ instead of ‘\$’ when avoiding confusion with
RCS IDs, as that makes it clearer that the backslash is intended.
* src/frame.c (x_set_font): If font_spec_from_name returns nil,
don't barf; instead, request a new fontset to be generated. This
avoids unnecessarily rejecting fonts named against XLFD rules. See
http://lists.gnu.org/archive/html/help-emacs-windows/2015-06/msg00001.html,
for the description of the original problem.
* lisp/faces.el (set-face-attribute): Don't be fooled too easily
by a hyphen in a font's name.
Fix several problems with the recently-added custom variable
help-quote-translation where the code would quote inconsistently
in help buffers. Add support for quoting 'like this', which
is common in other GNU programs in ASCII environments. Change
help-quote-translation to use more mnemonic values: values are now the
initial quoting char, e.g., (setq help-quote-translation ?`) gets the
traditional Emacs help-buffer quoting style `like this'. Change the
default behavior of substitute-command-keys to match what's done in
set-locale-environment, i.e., quote ‘like this’ if displayable,
'like this' otherwise.
* doc/lispref/help.texi (Keys in Documentation): Document
new behavior of substitute-command-keys, and document
help-quote-translation.
* doc/lispref/tips.texi (Documentation Tips):
Mention the effect of help-quote-translation.
* etc/NEWS: Mention new behavior of substitute-command-keys,

form (+ POS) can be negative if they are on a non-primary monitor
of a multi-monitor display.
(Creating Frames): Mention that on multi-monitor displays the
frame might be positioned differently than specified by the frame
parameters alist.
lisp/faces.el (display-grayscale-p): Mention in the doc string that
the argument can be either a display name or a frame.

lisp/faces.el (face-spec-recalc): Apply X resources only after the
defface spec has been applied. Thus, X resources are no longer
overriden by the defface spec which also fixes issues on win32 where
the toolbar coloring was wrong because it is set through X resources
and was (wrongfully) overriden.
lisp/faces.el (make-face): Remove deprecated optional argument. The
conditional application of X resources is handled directly by
make-face-x-resource-internal since Emacs 24.4.
(make-empty-face): Don't pass optional argument to make-face.
lisp/faces.el (make-face): Deprecate optional argument as it is no
longer needed/used since the conditional X resources handling
has been pushed down to make-face-x-resource-internal itself.
(make-empty-face): Don't pass optional argument to make-face.
lisp/faces.el (make-face-x-resource-internal): Do nothing when
inhibit-x-resources is non-nil. Don't touch the default face if
reversed video is given--as was done in previous versions of Emacs.

whose value is returned if no matching attributes are found.
(face-spec-recalc): Use the new optional argument when calling
face-spec-choose.

only when inhibit-x-resources is nil, and do that earlier in the
function. Doc fix.
