Fix regressions from latest reftex update
In the latest update to reftex from upstream, some changes in Emacs CVS
(mostly maintenance stuff -- typos, whitespace, etc) were apparently lost.
This changeset re-applies them.

year is not given.

but forces prompting for optional arguments of cite macros.

arguments to most cite commands.
