dc86e379b1 Improvements to automation of procedures: 
* branch.py now registers task and version branches, creates the git-fusion client for a version branch, and updates the table of pushes.
* release.py is more careful to be idempotent if re-run.

c59ff51131 The next release of the mps will be 1.112.0, so update version.c. 
Update the version creating procedure: version.c is now the only file containing the release number.

e8758c02a6 Mps: mps/master/index.html has two roles: root of the product 
sources, and root of the master version thereof. It now discusses
these roles separately, so that this document is easy to correct
when branched. (At which point it is still the root of the product
sources, but no longer of the master version thereof).  Update
procedure/version-create to require this, plus getting the p4
branch Description right and doing an empty-integrate of
just-because-the-version-changed changes back to the master.
