the total number of elements is unchanged; this is more
compatible with code that expects the traditional 9 elements,
such as ‘(pcase decoded-time (`(,SEC ,MIN ,HOUR ,DAY ,MON
,YEAR ,DOW ,DST ,ZONE) ...) ...)’.
