Check the limit both at macro expansion time (for a hard coded nil) and at run
time in the generated code. Tidy up these macros generally.

"^\\*", which has the same effect as a regular expression.
Also, use ‘\ %’ instead of ‘\%’ when avoiding confusion with SCCS IDs,
and similarly use ‘\ $’ instead of ‘\$’ when avoiding confusion with
RCS IDs, as that makes it clearer that the backslash is intended.
This also eliminates `mapcan' warnings in XEmacs.
progmodes/cc-defs.el (c--mapcan-status): new variable to characterise
[X]Emacs versions.
