(pop3-send-streaming-command): Take a list of mail numbers instead of
the number of mails.
(pop3-write-to-file): Add X-UIDL header.

WINDOWSNT or HAVE_NTGUI. Moving these functions out of cygw32
proper lets us write cygw32-agnostic code for the HAVE_NTGUI case.
