(top): Remove special test for "${HAVE_NS}" and
${with_file_notification}, this is handled inside gfilenotify
tests. Add kqueue tests. Use NOTIFY_CFLAGS and NOTIFY_LIBS
instead of library specific variables. Add error message for
gfile on Nextstep.
