when dates lack years). There is no point applying it after

already-encoded time. This goes back to the code a couple of days
ago, except with changed behavior (to fix Bug#52209) only when
timezone-make-date-arpa-standard is not called.

The convention in a decoded time’s dst flag is that t means DST,
nil means standard time, and -1 means unknown. This differs from
the convention for other components of a decoded time, where nil

compatible with code that expects the traditional 9 elements,
such as ‘(pcase decoded-time (`(,SEC ,MIN ,HOUR ,DAY ,MON
