011a014396 Move decoding of locale info from Lisp to C. 
* src/w32proc.c (Fw32_get_locale_info): Decode long form of locale name.

* lisp/w32-fns.el (w32-list-locales): Revert part of 2008-10-17 change;
  decoding of long locale info is now done in `w32-get-locale-info'.

b23077df66 * w32proc.c: Include "coding.h". 
(Fw32_short_file_name): Encode filename passed to Windows API.
  (Fw32_long_file_name): Encode filename passed to Windows API and
  decode back the result.  (Bug#1433)

Others should be handled by sys_select instead. Fixes problems

d5db40779d Most uses of XSTRING combined with STRING_BYTES or indirection changed to 
SCHARS, SBYTES, STRING_INTERVALS, SREF, SDATA; explicit size_byte references
left unchanged for now.
