d7136bdbc0 Mainline changes to make a standard nt build environment based on nt6.1 
(Windows7) and its SDK.  The w3i3m9 pseudo platform has been removed and
w3i3mv adjusted for this framework.

4d459b8c37 Mps: proc/release-*: it is vitally important to do a p4 "revert" 
and a p4 "sync -f": otherwise p4-opened or forced-writeable files

a64a85c67f Mps: mps/master/index.html has two roles: root of the product 
sources, and root of the master version thereof. It now discusses
these roles separately, so that this document is easy to correct
when branched. (At which point it is still the root of the product
sources, but no longer of the master version thereof).  Update
procedure/version-create to require this, plus getting the p4
branch Description right and doing an empty-integrate of
just-because-the-version-changed changes back to the master.

e32858199a Clarify proc/release-build: 
.describes a general, non-Configura release; should state "mps-kit" XXXand explicitly mention other types of release. 
.cp -r is obsolete and mishandles special files and symlinks, should be -R, see man cp on MacOSX, or BSD man pages on web; on Cygwin too, -R is more complete (handles special files, fifos, etc)
."p4 changes -m 1" -- that's the digit "1"
