Make revision completion in vc-diff and vc-root-diff more predictable

Don't try calling 'vc-deduce-fileset', instead construct a fileset
suitable for the root directory right away. This way the revision
completion for the root diff doesn't depend on the current buffer,
or the file at point (bug#73232).
(vc-diff-build-argument-list-internal): No special case when
invoked on a directory, or when the current file is not "dirty".
Make REV1-DEFAULT a string value.

have the sentinel jump to it. Apparently in some cases the
history of the old name can't be found. In others, the log just
shows faster. But note the caveat described in the second new
comment (bug#55871).

(vc-print-log-setup-buttons): Only special-case non-nil
IS-START-REVISION when LIMIT=1. We often do need buttons for logs
that start with a particular revision, because those are still limited
by vc-log-show-limit.
