* etc/NEWS: Mention the new mode.

* lisp/progmodes/ruby-ts-mode.el: New file.

* test/lisp/progmodes/ruby-ts-mode-tests.el: New file.

* lisp/progmodes/eglot.el (eglot-server-programs):
Add ruby-ts-mode to the Ruby entry.
