These issues were caught by modified versions of the GNU ELPA
packages xr and relint:

* lisp/gnus/gnus-art.el (gnus-parse-news-url): Remove redundant
numbered group and calls to match-string.
* lisp/progmodes/c-ts-mode.el (c-ts-mode--c-or-c++-regexp): Fix shy
group mistyped as optional colon (bug#64019#29).
* lisp/vc/vc-git.el (vc-git-annotate-time): Ditto. Also fix
timezone parsing by using iso8601-parse (bug#64069).
* test/lisp/vc/vc-git-tests.el (vc-git-test-annotate-time): New
test.
* lisp/vc/vc-cvs.el (vc-cvs-repository-hostname, vc-cvs-parse-root)
(vc-cvs-parse-status, vc-cvs-after-dir-status): Double space at end of
sentence.
* test/lisp/vc/vc-cvs-tests.el: Double space at end of sentence.
The new "Root" file parsing has been based on CVS' documentation,
which gives the following format for *remote* repositories:
[:method:][[user][:password]@]hostname[:[port]]/pathname/to/repository
and for local ones:
:local:/pathname/to/repository
or
:local:c:/pathname/to/repository
or alternatively ':local:' replaced by ':fork:', or ':local:' omitted
when the path starts with a slash.
[The actual parsing code in CVS is actually a bit more restrictive.
See 'root.c'.]
Most notably, the previous version could not parse an absolute
pathname without an explicit :local: method or :pserver: lines with
passwords.
* lisp/vc/vc-cvs.el (vc-cvs-parse-root): Rewrite.
(vc-cvs-repository-hostname): Cope with `vc-cvs-parse-root' returning
an empty hostname (can only happen if the "Root" file is invalid),
returning nil in this case.
(vc-cvs-parse-uhp): Remove this standalone function formerly used only
by `vc-cvs-parse-root' and which doesn't allow correct parsing anyway.
* test/lisp/vc/vc-cvs-tests.el: New file, with tests for common "Root"
file content.
* test/lisp/vc/diff-mode-tests.el (diff-mode-test-fixups-added-lines):
Test that diff-mode fixes patches with added lines correctly.
* test/lisp/vc/diff-mode-tests.el (diff-mode-test-fixups-empty-hunks):
Ditto for patches with empty hunks. (Bug#60259)
* doc/lispref/loading.texi (Autoload, Autoload by Prefix): Refer
to loaddefs-generate instead of update-file-autoloads.
* lisp/Makefile.in (LOADDEFS): Remove, because all the loaddefs
files are created in one go now.
(COMPILE_FIRST): Add loaddefs-gen/radix-tree, and drop autoload.
($(lisp)/loaddefs.el): Use loaddefs-gen.
(MH_E_DIR, $(TRAMP_DIR)/tramp-loaddefs.el)

constant.
(lisp-fdefs, lisp-mode-variables, lisp-outline-level): Use it to
recognize all ;;;###autoload forms.

* lisp/emacs-lisp/package.el: Use loaddefs-generate instead of

`git version` on macOS returns e.g., "git version 2.30.1 (Apple
Git-130)" and `vc-git--program-version` currently returns "0" instead
of "2.30.1".

the version number when parsing git versions (bug#52172).

* test/lisp/vc/vc-tests.el (vc-test--svn-enabled): Macos machines
may have a dummy svn program that helpfully just outputs "There's
no svn program here", so also test for the svnadmin program
(bug#42536).
* lisp/vc/log-edit.el (log-edit-fill-entry): Relax regexp a bit to
recognize function entries with leading blanks.
* test/lisp/vc/log-edit-tests.el: New test.
Restore lines saying "Maintainer: emacs-devel@gnu.org" when there is
no special maintainer for a file. Although this wasn't documented
it was common practice and removing the lines didn't have consensus.
This fixes tests broken in my last change, "Merge
diff-font-lock-refine and diff-auto-refine-mode into diff-refine" from
2019-02-24.
