use window_outdated only if this is not so. This change should also
address some weird issues discussed in Bug#13012.

Gnulib's emulation of mkostemp doesn't have races that Emacs's does.

skips non-X frames in Vframe_list and issues the only XFlush if
we have more than one X frame on the same X display.

src/w32term.c (w32_read_socket) <WM_KILLFOCUS>: Call
w32_detect_focus_change instead of doing part of its job by hand.
This fixes the problem whereby FOCUS_OUT events were not sent to
the event queue.
