This is a refactoring. It eliminates a few unnecessary conses and
allows for further improvements.

This lets ‘./configure; make’ work on Fedora 36 x86-64 from a Git
checkout without generating false-alarm warnings.
* lib-src/etags.c (main): There appeared to be false alarm with
GCC 12. However, the code was wrong anyway, as it mishandled file
names containing "'" so fix that bug. This pacifies GCC.
(mercury_decl): Omit tests ‘s + pos != NULL’ that were apparently
intended to be ‘s[pos] != '\0'’ but which were miscoded to always
be true and which were mostly not needed anyway. In one place,
though, a test was needed, so fix that by using strchr instead.

with this patch.

because the assumption was invalid during set_intervals_multibyte_1.
So we change set_intervals_multibyte_1 to solve the problem in the same
way as in the rest of Fset_buffer_multibyte, which actually simplifies
the code.

Most of this change is to boilerplate commentary such as license URLs.
This change was prompted by ftp://ftp.gnu.org's going-away party,
planned for November. Change these FTP URLs to https://ftp.gnu.org
instead. Make similar changes for URLs to other organizations moving
away from FTP. Also, change HTTP to HTTPS for URLs to gnu.org and
fsf.org when this works, as this will further help defend against
man-in-the-middle attacks (for this part I omitted the MS-DOS and
MS-Windows sources and the test tarballs to keep the workload down).
HTTPS is not fully working to lists.gnu.org so I left those URLs alone
for now.
* src/intervals.c (get_local_map): Don't allow C-g to quit as long
as we have the buffer widened, to make sure the restriction is
preserved. (Bug#28161)
Without this fix, (substitute-object-in-subtree #0=(#0# 'a) 'a)
would dump core, since the C code would recurse indefinitely through
the infinite structure. This patch adds an argument to the function,
and renames it to lread--substitute-object-in-subtree as the function
is not general-purpose and should not be relied on by outside code.

Lisp_Object, for the closure data. All callers changed.

Work around Bug#22884 by rewording comments and strings to avoid ‘(’
at the start of a line unless it starts a function. This change
is a short-term hack; in the longer run we plan to fix cc-mode’s
performance for C files that have ‘(’ at the start of a line in a
comment or string.
Omit ‘#include "foo.h"’ unless the file needs foo.h (Bug#21707).
In a few cases, add ‘#include "foo.h"’ if the file needs foo.h
but does not include it directly. As a general rule, a source
file should include foo.h if it needs the interfaces that foo.h
defines.

--enable-gcc-warnings no longer generates bogus warnings
when these calls are removed.
