73dfa0bf16 (bootstrap-nmake): When nmake'ing bootstrap on the lisp/ directory, set SHELL to 
$(SHELLTYPE); this avoids calling non-existent cmdproxy.exe on boostrappings
after a previous install followed by realclean.
