`noindent` is more precise than what we did since it gives more
info to the caller: `indent-for-tab-command` can treat it
differently (e.g. fall back to `indent-relative`) than `indent-region`.

Add block-comment variables to cc-mode
Both XML and HTML forbid double hyphens inside comments. However,
nxml-mode was using a `!--' as a comment padding if `comment-style'
was set to any of the styles that supposed to add padding. This infix
was auto-derived due to `comment-continue' being nil. To fix that set
`comment-continue' explicitly. It's unclear what padding should be
used, but from looking at other editors it seems they don't typically
add padding in XML, so let's be simple for now and just set
`comment-continue' to empty string.

buffer-local variable set to the empty string. (Bug#71772)
Remove the binding of 'C-M-i' to 'ispell-complete-word' in Text mode.

Pass `format` arg to `with-demoted-errors`.

declaration unless it's an empty buffer (bug#24978). This avoids
the problem of the declaration being inserted by mistake when
opening XML files from archives and the like -- the file doesn't
exist on the file system there, either, so it would typically lead
to doubled XML declarations.
Instead of using after-change-functions. Also, stop consulting
nxml-prolog-regions during syntax-propertize. It turns out the
problems fixed by using prolog information are actually due to using
the wrong syntax table during propertizing. This was fixed in
2019-06-04 "* lisp/emacs-lisp/syntax.el: Use syntax-ppss-table for
syntax-propertize." so consulting the prolog data is no longer needed.
