(_fetch_multibyte_char_len): Extern deleted.
(FETCH_MULTIBYTE_CHAR): Don't use _fetch_multibyte_char_len. (BUF_FETCH_MULTIBYTE_CHAR): Likewise. (FETCH_CHAR_AS_MULTIBYTE): New macro.
