Disable one tab-bar-test case on macOS

The test works when run interactively and in batch mode started from
a terminal, but not from M-x compile.

* test/lisp/tab-bar-tests.el (tab-bar-tests-quit-restore-window):
Disable on macOS when TERM=dumb.
