(vc-version-backup-file-name): New optional args MANUAL and REGEXP.

Browse source 
(vc-delete-automatic-version-backups, vc-make-version-backup): New
functions.
(vc-before-save): Use the latter.
(vc-default-make-version-backups-p): Added `-p' suffix to avoid
confusion.
