(get-upcase-table): New function.

(copy-case-table): Copy upcaes table too if non-nil.
(set-case-syntax-delims): Maintain upcase table too.
(set-case-syntax-pair): Likewise.
(set-upcase-syntax, set-downcase-syntax): New functions.
(set-case-syntax): Maintain upcase table too.
