Fix a nativecomp type propagation bug (bug#74771)

* lisp/emacs-lisp/comp.el (comp--add-cond-cstrs): Don't emit negated
cstr.
* test/src/comp-tests.el (comp-tests-type-spec-tests): Add a test.
