Provide a Windows manifest for update-game-score.exe.

Browse source 
lib-src/update-game-score.exe.manifest: New file.
 lib-src/Makefile.in (UPDATE_MANIFEST): New variable.
 (SCRIPTS): Add $(UPDATE_MANIFEST).

 configure.ac: Define and substitute UPDATE_MANIFEST.
