Make goto-address/bug-reference buttons TAB-navigable in 'button-mode'

'button' to 'this-overlay', and 'category' to 'goto-address'.

* lisp/progmodes/bug-reference.el (bug-reference-fontify):
Set overlay property 'button' to 'ov' (bug#74792).
