Fix some problems in the Cairo build

* src/xterm.c (x_begin_cr_clip): Create image surface.
(x_update_end) [USE_CAIRO]: Remove GTK3-specific code.
(x_scroll_run) [USE_CAIRO]: Implement scrolling.
* src/image.c (lookup_rgb_color) [USE_CAIRO]: Support Cairo.
(jpeg_load_body) [USE_CAIRO]: Support Cairo.  Use USE_CAIRO
instead of CAIRO for #ifdef's.
(imagemagick_load_image) [USE_CAIRO]: Support Cairo.
