Define and use `completion-table-merge'
* lisp/minibuffer.el (completion-table-merge): New function. * lisp/emacs-lisp/lisp.el (lisp-completion-at-point): Use `completion-table-merge' instead of `completion-table-in-turn'. Fixes: debbugs:16604
