(validate_coding_system)

(setup_windows_coding_system): New functions.
(convert_to_handle_as_coded, Fw32_get_clipboard_data): Use
setup_windows_coding_system.
(setup_config, Fw32_get_clipboard_data): Use
validate_coding_system.
(Fx_selection_exists): Move call to setup_config to a place
were signals are allowed.
