Remove variables labeled as obsolete that do nothing

* lisp/allout.el (allout-passphrase-verifier-string)
(allout-passphrase-hint-string):
* lisp/w32-vars.el (w32-list-proportional-fonts):
Remove variables that are unused since Emacs 23.x.
