Add new image-dired commands

* lisp/image-dired.el (image-dired-delete-marked): Factored out
(bug#50000).
(image-dired-display-thumbs): From here.
(image-dired-tag-marked-thumbnails): New command.
(image-dired-delete-marked): Ditto.
