Fix namespacing problem in allout.el

* lisp/allout.el (allout-outlinify-sticky): Rename from
'outlineify-sticky'.  Make old name into obsolete alias.
(outlinify-sticky): Make into obsolete function alias for
'allout-outlinify-sticky'.
(allout-mode): Doc fix.
