* net/browse-url.el (browse-url-filename-alist): On Windows, add

Browse source 
two slashes to the "file:" prefix.
(browse-url-file-url): De-munge Cygwin filenames before passing
them to Windows browser.
(browse-url-default-windows-browser): Use call-process.
