Don't hardcode "Commentary" section in checkdoc

* lisp/emacs-lisp/checkdoc.el
(checkdoc-commentary-header-string): New defvar.
(checkdoc-file-comments-engine): Insert value of above new
variable instead of hardcoding what is inserted for the
"Commentary" section.
