Gud tooltip tweak

* tooltip.el (tooltip-use-echo-area): Warn only on 'set.
* progmodes/gud.el (gud-gdb-completion-function): Move before use.
(gud-tooltip-echo-area): Make obsolete.
(gud-tooltip-process-output, gud-tooltip-tips): Also check tooltip-mode.
