Improve documentation of overlay priorities

Browse source 
* doc/lispref/display.texi (Overlay Properties): Minor copyedits.
By popular demand, mention the '(PRIMNARY . SECONDARY)' form of
overlay properties used for the region.  (Bug#20253)
