Implement 'igc--describe-arena' without 'open_memstream'

*src/igc.c (Figc__describe_arena) [!HAVE_OPEN_MEMSTREAM]:
Implementation for platforms that don't have 'open_memstream'.
(syms_of_igc): Always defsubr 'Sigc__describe_arena'.
