fix(modeline): void-function +modeline-refresh-bars-h error 
Occurs during non-interactive startup of the user's config (e.g. 'doom
doctor'), while :ui (modeline +light) is enabled.

This is a makeshift solution until I get around to finishing the +light
feature.
